Walls | | RFF Discussion Paper 12-49 | December 2012 | | Abstract: Transferable development rights (TDRs) are a market-based approach to land conservation. They allow the development rights from one property to be transferred to another, with the first “sending” property placed under a development restriction or conservation easement and the “receiving” property permitted more dense development than would otherwise be allowed by baseline zoning regulations. This paper summarizes the economics literature on TDRs and describes a long-running program in a county in Maryland, one of the few programs with an active TDR market. It updates previously published results from the program and describes some problems that have arisen in recent years as the program has matured. The paper offers some observations as to why these problems have occurred and suggestions for other communities considering TDR programs. | | | | Land Use, Land-Use Change, and Forestry Offsets | | Juha V. Hear panelists discuss the widespread use of genetically modified (GM) crops and the regulatory debate over the labeling of GM foods. | | Understanding “Fat-Tailed” Distributions and Their Policy Implications | | In a new discussion paper, RFF's Roger Cooke and coauthor Daan Niebor explore "fat-tailed" phenomena, including natural disasters and crop losses, noting traditional statistical tools may not be sufficient to analyze such distributions and what they mean for policy. | | Saving America’s Land and Ecosystems | | Some 30 million acres in the United States comprise the federal land preservation effort known as the Conservation Reserve Program. An RFF First Wednesday seminar panel discusses the impact of this policy on ecosystem services, agriculture, land use, and more. | | View All Related Features |
