New RFF Blog Post Looks at Six States Considering a Carbon Tax
WASHINGTON—In a new blog post today, A Look at Six State Proposals to Tax Carbon, Resources for the Future Darius Gaskins Senior Fellow Dallas Burtraw and Research Assistant Peter Vail look at the possibility of a carbon tax to reduce greenhouse gas emissions as six states consider such a policy: Massachusetts, New York,Oregon, Rhode Island, Vermont, and Washington.
As the authors observe, even as the political likelihood of passing comprehensive national climate policy has remained low, many states have taken up the mantle. In those six states, legislators have proposed comprehensive carbon taxes as a policy framework to address overall emissions. The authors note that the US Environmental Protection Agency’s Clean Power Plan has room for states to use a carbon tax for compliance. All of the proposed state policies stand to raise considerable revenue, but how this revenue is used will be vital in determining the outcomes from a carbon tax policy.
