Abstract
Previous literature has identified several reasons that environmental liability may discourage efficient redevelopment of potentially contaminated land (“brownfields”), despite land price adjustments. I will discuss the potential role of another factor --- reliance on joint and several liability --- and an attempt to measure empirically the implicit tax on development created by this liability.
