Do Nonprofits Encourage Compliance? Watershed Groups and the US Clean Water Act

Abstract
We measure how watershed nonprofits influence enforcement of and compliance with the Clean Water Act. We link data on inspections, violations, enforcement actions and penalties from the EPA with watershed groups' characteristics and finances. Our results at both the state and the local level suggest that inspections decrease as the number of groups increase. We find a decrease in violations at the local level, particularly the most serious classifications. While watershed groups have an impact on firm compliance at the watershed level, the effect appears not to operate through influence on official regulatory channels, but instead through indirect oversight.
