Despite such difficulties, WE ACT’s Shepard continues to press for release of the civil rights cumulative impacts guidance.

She told an April 10 web event on cumulative impacts hosted by Resources for the Future (RFF) that it is “so important” for EPA to issue this guidance.

“States say, ‘We don’t know how to measure or implement cumulative impacts, and we need guidance from EPA,’ and they use that as an excuse to do nothing,” Shepard told the RFF event.
