Energy Communities Alliance (ECA)

ECA is an organization of local governments that host or are significantly impacted by Department of Energy weapons production or national laboratory facilities. ECA fosters communication among local governments, as well as with DOE, through semi-annual conferences, peer-exchanges, and advocating local government interests. It publishes a monthly bulletin and sponsors an email announcement list regarding DOE issues.

International City/County Management Association (ICMA)

Washington, D.C.

ICMA is a professional and educational organization representing appointed managers and administrators in local governments. It conducts research, educational programs, and outreach regarding local government management.

     Federal Facility Communities Network
     A joint project with the Energy Communities Alliance to assist
     communities with economic transition from the downsizing of   
     Departments of Energy and Defense facilities by fostering peer
     exchanges and information transfer.

     and Military Base Reuse Consortium.

National Conference of State Legislatures (NCSL)
Denver, Colorado

NCSL, a national association of elected legislators and staff members, works to improve the quality of state legislatures, foster communication, and represent state legislatures in federal matters.

     Environment, Energy and Transportation Program Area --
     DOE Environmental Management Programs

     NCSL's Environmental Management at Former DOE Nuclear Sites
     program provides information to state legislators about all aspects
     of site cleanup through research, meetings and technical support.
     NCSL also provides support to the State and Tribal Government Working
     Group (STGWG).

     Environment, Energy and Transportation Program Publications
     Includes a number of publications from NCSL's "Environmental Management Series"
     focusing on DOE cleanup, along with a number of other related publications
     regarding environmental issues.


National Governors Association (NGA)

Washington, D.C.

NGA is a bipartisan national organization representing Governors from 50 states, two commonwealths, and three territories.

     Clean-Up of the Nuclear Weapons Complex
     The NGA's Center for Best Practices works with states that host
     nuclear weapons production and research facilities to aid them
     in discussing and negotiating waste and disposal issues among
     themselves and with DOE.
