Joe Kruger is a principal at Kruger Environmental Strategies, LLC, a strategic consulting firm specializing in environmental regulations, climate and energy policy, and electric grid issues. Previously, he was director for energy and environment at the Bipartisan Policy Center. He served as deputy associate director for energy and climate change at the White House Council on Environmental Quality from 2009 to 2010, and held a variety of positions at the US Environmental Protection Agency (EPA) for 17 years. Kruger was one of the first people hired at EPA in 1990 to develop and administer the landmark Acid Rain Program, and he subsequently led the team responsible for the first economic and environmental evaluations of the program.

Kruger is in RFF’s Energy and Climate Program.
