Biography
Fell's research interests lie in quantitative analysis of marine resource issues, particularly those related to fishery rationalization, industrial organization, the economics of property rights, and game theory. He has studied the effects of rights-based management on commercial fisheries in Alaska, focusing in part on the results of individual fishing quota management systems on fishers' bargaining power. Prior to joining RFF, he conducted research for the Pacific States Marine Fisheries Council on how rationalization impacts the price that fishers receive for their catch. Fell has received fellowship from the National Marine Fisheries Service in conjunction with the National Oceanic and Atmospheric Administration (NOAA).
