House democrats are released a first draft of domestic greenhouse gas mitigation legislation Tuesday.
House Energy and Commerce Committee Chairman Henry Waxman (D-Calif.) and chairman of the panel’s subcommittee on Energy and Environment, Edward Markey (D-Mass.) will lead the charge.
