"'It’s indicative that there’s a lot of uncertainty,' said Brian Prest, an economist at Resources for the Future. 'That uncertainty can lead people to put off investment decisions until there’s a bit more clarity on what their returns are going to be.'

That’s an argument for putting a price on carbon emissions. An RFF report co-authored by Prest concluded that uncertainty about climate policy could be hindering corporate investment."
