EPA’s proposed Clean Power Plan introduces the nation's first requirements to reduce carbon emissions from the electricity industry—specifically, from existing power plants. The agency is seeking input on a number of unresolved issues in the proposal through its formal comment process (deadline: December 1, 2014). Many of these topics are complex and multifaceted, requiring informed feedback from numerous stakeholders.
To shed light on some of these issues, RFF has asked a diverse group of experts to share their contrasting and constructive views so that those providing feedback to EPA can use this information as a resource.
The questions and responses, to be released over the coming weeks, will cover topics such as the definition of the best system of emissions reduction and whether EPA makes appropriate assumptions regarding more efficient coal plants, renewable energy sources, energy efficiency, and more.
