"Many outside experts believe the goal is likely to be a 50% reduction from 2005 emissions levels by the 2030 deadline to keep the United States in a leadership position in the Paris process, said Raymond Kopp, research and policy vice president for Resources for the Future.

'They have a very short period of time to develop the NDC,' Kopp said.
