Airborne gas pollution accounts for about one third of the nitrogen pollution in the bay, according to the Chesapeake Bay Foundation. . .Amelia Keyes, research assistant at non-profit Resources for the Future, said that the proposal has the potential for a rebound effect, meaning it could lead to an increase carbon emission over having no plan at all. 'What can happen is coal plants that make these investments become more efficient and therefore more competitive in power markets,' she said. 'It might slightly delay their retirement.'"
