"Brian Prest, a fellow at Resources for the Future, said EPA’s decision not to use a social cost of carbon metric was a foregone conclusion. 'It actually would have been a surprise if they went ahead and did it anyway,' he said."

"But the Trump EPA’s own accounting still shows the rule's repeal would result in tens of billions of dollars more costs than benefits. That’s because losing the Biden rule’s health benefits outweighs the benefits of avoiding compliance costs. 'This rule is a loser on net benefits, either way,' said Prest. Add in the social cost figures, he said, and those net costs could rise by potentially hundreds of billions of dollars more.'"
