"Resources for the Future undertook the analysis in light of President Donald Trump's executive order from 2017 requiring agencies that put out significant new regulations to identify two existing rules to repeal. PHMSA has not indicated that it has any plans to target the 2009 rule for repeal. . . However, one element of the regulation that PHMSA did not consider in the original cost-benefit analysis is the value of preventing methane emissions, Resources for the Future noted. More extensive pipeline assessments and repairs have the potential to materially reduce methane leaks. If the gas distribution integrity management rule were eliminated, the resulting global social cost of methane emissions would range between $6.5 billion and $8.3 billion, pushing the rule's benefits above the costs."
