"'Much will likely be made about the fact that China has reduced the coverage from eight sectors to one, but I believe this is a wise decision by the Chinese government,' said Jeremy Schreifels, a visiting fellow at Resources for the Future. 'Starting with one sector, a sector that is a major source of carbon emissions and from which the government has good data, allows the Chinese government to assess the effectiveness of their program design and modify the program based on the results of that assessment without creating significant market disruption.'"
