Senior Fellow Josh Linn comments on lessons that the Biden administration could learn by implementing a new infrastructure funding program.
Josh Linn, a professor at the University of Maryland and a senior fellow at Resources for the Future, said that experts still don't know a lot about how different transportation investments affect carbon emissions. If DOT wants to know how various strategies affect the climate, this would be a good place to study it, he said.
"There's an opportunity here to learn more about what works and what doesn't work," Linn said. "And you can really only do that by keeping track of not just what we think is going to happen before we make the investment, but keeping track of what happens after the investment.”
