"One of the modeling efforts was conducted by Resources for the Future at no cost to the state through a program of the National Governors Association. The other was conducted by Synapse Energy Economics and was chosen after a competitive bid process. The state Agency for Energy, the Michigan Public Service Commission, the state Department of Environmental Quality and the Michigan Economic Development Corp. all assisted the effort to evaluate potential strategies for compliance with the federal rule."
