"With consumers, how can the government encourage a change in habits? One option is a carbon tax, although policymakers may choose a label other than 'tax' to make it more palatable, and Congress would be in charge of drafting it, not the White House. 'With a carbon tax, the signal is that gasoline costs are not as low, and there’s a lot of evidence that when gasoline prices are higher, people buy more fuel-efficient cars,' said Virginia McConnell, a transportation expert with nonpartisan think tank Resources for the Future."
