"'If we were going to make the economy run as efficiently as possible, we'd be taxing it more than we tax other industries, to make up for the negative externalities,' says Rob Williams, senior fellow at the Washington.-based environmental think tank Resources For the Future. 'Anytime you're not pricing in the externalities, it's a subsidy. That's a much much bigger deal.'"
