Sofia Hines

Sofia joins RFF from FEMA, where her work focused on evaluating grant effectiveness and disaster resilience. Prior to FEMA, Sofia studied how NGOs reach marginalized communities during disasters at the Coastal Resilience Center. She co-authored two RFF reports with Margaret Walls during her RFF internship. Sofia holds an MPP and a BA in Public Policy, both from the University of North Carolina at Chapel Hill. Her research centers on disaster resilience and place-based climate adaptation.
