"In other words, symbolism is important. Every RGGI member has been led by a Republican and Democratic governor since its inception in 2009, with the exception of Delaware (which has remained blue) and New Jersey, which withdrew from the program at Republican Gov. Chris Christie's direction in 2011, said Dallas Burtraw, a senior fellow at Resources for the Future, a think tank. 'Keeping the group together is 50 percent of the battle,' he said. 'It's a signal to other states and the international community.'"
