The White House proposed on April 6 to change the playbook agencies and OIRA use to write new rules. One of the key amendments calls on agencies to consider the international costs and benefits their proposed regulations will create, which would encourage the EPA to include a wider range of benefits from reducing greenhouse gas emissions when issuing new standards.

In most cases, the domestic consequences of regulations should be the government’s only concern, but climate change is “a paradigmatic example” of when global impacts are also important, said Revesz speaking at a panel discussion convened by Resources for the Future.
