“Critical minerals—the building blocks of advanced technologies—are now a centerpiece of US industrial strategy. Policymakers in Washington, DC are spending billions to secure supply through tools ranging from tariffs and stockpiles to public investments and international agreements. But there is limited evidence on what these approaches cost taxpayers, how well they work, or whether they advance long-term supply security and broader policy goals.

A recent report I coauthored with colleagues at Resources for the Future (RFF) finds that recent efforts to onshore mineral supply chains appear to simultaneously try to achieve two competing objectives: improve access to mineral supplies at affordable prices (also called “mineral security”) and achieve industrial policy goals (boost domestic jobs and manufacturing).”
