He said it seems clear Heitkamp and Portman want "smart" regulations, but the effectiveness of the measure hinges on financing.
'If the money and the capacity to do this is there, that's fine,' Krupnick said. 'But to say the agency should do this without the resources required, then this is just an attempt to slow everything down and gum up the works.'"
