“States are definitely the leaders now in terms of decarbonization, given things that aren't happening federally," said Karen Palmer, senior fellow at Resources for the Future, a US research nonprofit. “So it is a place where we're looking for leadership on the decarbonization front.”

...The deeper cuts in greenhouse gas emissions now required of the RGGI states will provide incentives for investments in clean energy projects, Palmer said, which could help protect some of those as federal money disappears.

It’s also important to make the electricity sector cleaner, Palmer said, because it “is going to play increasingly important role as we attempt to decarbonize other sectors of the economy, electrifying buildings ... the heating of buildings, and also electrifying the transport sector.”
