"The number of Americans living in areas out of compliance with a key air quality benchmark is roughly double the official figure, according to a new study that attributes more than 5,000 premature deaths so far to the lapse. The study, released today by the think tank Resources for the Future, uses satellite readings to conclude that EPA has failed to classify 54 counties in 11 states in nonattainment for its 2012 standards for fine particulates."
