"TAKE A GLANCE: EPA's proposed rollback of the Clean Power Plan would drive up greenhouse gas emissions from power plants in 18 states and the District of Columbia in 2030 when compared to no carbon dioxide regulations at all, due to a so-called emissions rebound, a new study from Harvard T.H. Chan School of Public Health, Resources for the Future, Syracuse and Boston University found. The findings could call into question whether EPA's proposed Affordable Clean Energy rule meets the 'best system of emission reduction' requirement under the Clean Air Act, the study says."
