"A supply-curbing mechanism being proposed for RGGI would help support allowance prices in the nine-state regional US carbon market while having a minimal effect on power prices or carbon leakage. That’s according to the results of analysis and modelling carried out by research firm Resources for the Future (RFF) and the University of Virginia, which were presented in a webinar on Wednesday." "RFF’s Dallas Burtraw said that in modelling scenarios where the ECR played the most influential role, RGGI allowance (RGA) prices rose by up to 20% while incremental carbon leakage remained around 30% – similar to what’s currently seen in the scheme."
