"'When wells become orphaned, states and taxpayers will be on the hook for significant clean-up liabilities,' said the study, released yesterday by environmental think tank Resources for the Future." "Co-author Alan Krupnick noted that companies will at times 'play games' to avoid the considerable expense of properly plugging a well. 'Why would they incur these costs if they didn't have to?' Krupnick said. Co-author Jacqueline Ho noted that some states also don't demand increased financial assurance for wells that will be more expensive to plug."
