"Co-author Alan Krupnick noted that companies will at times 'play games' to avoid the considerable expense of properly plugging a well.
'Why would they incur these costs if they didn't have to?' Krupnick said.
Co-author Jacqueline Ho noted that some states also don't demand increased financial assurance for wells that will be more expensive to plug."
