"Resources for the Future did a formal comparison of beyond-the-fenceline and inside-the-fenceline plans. (It didn’t use EPA’s actual plan, which hadn’t been released yet, but it used a fairly close estimate based on early reports. It is currently updating the analysis.) It found that under some scenarios, mainly depending on the price of natural gas, an inside-the-fenceline plan could increase both air pollution and greenhouse gas emissions."
