"According to Resources for the Future Center for Energy and Climate Economics Co-Director and Senior Fellow Alan Krupnick, academic research tends to be wrong on many fronts when historical data is later examined. Although Krupnick was not specifically referring to the two studies at hand, he said often in reality costs come in far below what was predicted. Technology often ramps up to meet the challenge of finding a cost-effective solution to regulation. 'The ingenuity of the American people, the ingenuity of American industry operates very well to try to lower the cost below what they otherwise thought they were going to be,' he said. But the same goes for the other side, Krupnick said, noting the projected health benefits often are over estimated, too."
