A Regulatory Conundrum
RFF President Phil Sharp will appear in the November-December issue of The Environmental Forum, a publication of the Environmental Law Institute. He was invited to respond to a paper entitled "Landmarks and Land Mines: What the Past Tells Us about Crafting a Workable Climate Regime," by Bradley Campbell, former EPA regional administrator and former commissioner of the New Jersey Department of Environmental Protection, which questioned if U.S. statutory and administrative infrastructure was up to the task of managing greenhouse gas abatement.
