"A new National Bureau of Economic Research working paper suggests a different strategy the administration could consider to address that concern: carbon pricing.

Written by Brian Prest, a fellow at the energy and environmental research group Resources for the Future, and Harvard University economics professor James Stock, the paper proposes several potential carbon fees that could be tacked onto existing royalty rates to increase revenue generated from the federal leasing program while slashing greenhouse gas emissions."
