"Critics of the Trump administration's new cost-benefit rule for air pollution regulations assailed it as an effort to block future administrations from wielding the Clean Air Act to drive deep cuts in harmful emissions, including greenhouse gases. But one leading regulatory expert is already downplaying its potential impact.
"I want to say that the new rule that just came out yesterday, I believe is a paper tiger," Resources for the Future Senior Fellow Alan Krupnick said during a Dec. 10 virtual event hosted by the independent research organization."
