Bryan Hubbell Joins Resources for the Future

Bryan Hubbell, an expert on the health and environmental impacts of air pollution with over 30 years of experience, is joining Resources for the Future as a senior fellow.

Resources for the Future (RFF) is pleased to announce Bryan Hubbell will join the research team as a senior fellow beginning January 6, 2026. At RFF, Hubbell will maintain his focus on environmental regulatory analysis, with particular emphasis on air quality and public health impacts of air pollution. Additionally, he will advance RFF’s analytical frameworks to address emerging national policy issues, such as climate-related risks and adaptation strategies. Hubbell’s research interests involve strengthening evidence-based approaches to climate adaptation and resilience to inform environmental policy decisions.

Prior to joining RFF, Hubbell served as the national program director for the Air, Climate, and Energy Research Program in the US Environmental Protection Agency (EPA) Office of Research and Development. While serving in that capacity, he guided the program in providing key insights for improving air quality, reducing health and ecological impacts of extreme weather events, addressing disparities, and responding to climate change and energy transitions. This research program’s findings have historically played crucial roles in informing national policies and supporting states and Tribes.

Hubbell earned a PhD in economics from North Carolina State University. He notably led the EPA team that developed the Environmental Benefits Mapping and Analysis Program (BenMAP), a tool now used worldwide to evaluate the benefits of clean air. He also led the Risk and Benefits Group, where he was responsible for assessing exposure and risks related to criteria air pollutants and performing benefits analyses for major air pollution regulations.

RFF’s Vice President for Research and Policy Engagement, Carlos Martín, is pleased to welcome Hubbell to the research team. Martín states, “This is a pivotal time to further the research that Bryan has developed, especially his significant work on clean air regulation at EPA. His expertise will be essential as RFF addresses future challenges in climate adaptation amid evolving national policy considerations and a drawback in federal research.”
